As far as the legality goes it is not outright illegal in Colorado, unless there is some obscure statute I don't know of. Colorado classes these rockets as "Educational" and not a weapon or explosive device. You could be looking at a felony however if someone got hurt or it started a fire. I also skimmed over the Code of Federal Regulations and did not find anything specific, but I mean skimmed.
