No, you need to turn it in (clockwise). Do it 1/4 turn at a time until you are in the 3-4 range. Also, your high speed needle should be around 2 turns from fully closed (turn it counterclockwise from fully closed). Make sure your high speed is in the 1 3/4 - 2 1/4 turns open before adjusting your low speed needle. Just to make sure you know which needle is which; the high speed is the one on the left of the carb when looking down its throat, the idle is the little one with a spring on it kind of under the throat, and the low speed is on the right of the carb facing the front of the car.
