I belong to a pretty lose club here in northern wisconsin but we do have a freq board.It just makes things easier.When we have someone in the club who likes to dictate rules we think are not needed we strait out let them know we are not looking for a new goverment.They have the choice to blend in or leave no hard feelings hopefully.If someone is doing something dangeris we all get on him and make sure it can be prevented in the future.You simply must protect yourself against other people making choices for you that you don't like and have the balls to let them know were you stand.
