I've found high nitro fuel to be the answer to most Cox starting problems. I used to hand flip them but bought a Norvel starter and have no trouble at all now. Checking the glowhead is always a good idea. They are notoriously not long lived. The little glow plug clip used by Cox can also be unreliable. The Cox starting kit used to be aove 30% nitro. Don't know if it still is.
