I have seen a pilot at our field TRing a .25 size ultimate wile the wind was blowing it and carrying it down the runway... and yes he was in control.

big planes sook better TR and hovering because the mass and inertia that is involved. small planes have less inertia and will move around quicker than large ones so with a small plane its harder to react in time to keep it looking "smooth"

if you watch the tail surface of a large vs. small model though I think you will see about the same amount of corrections in both.
