There are uses for ground effect machines.... the air cushion vehicles, and the Eukranoplan style can be made to work, but in the limited environment of a large body of water or a dry lake bed.
It's generally found that adding "land keels" in the form of round rotating objects, one at each corner, 2 or of them more driven, operate more efficiently, and can go up and down hills with more alacrity.
