If you're talking about the 3W-60K with the side mounted carb, the factory settings are :
High Speed Needle 3/4 turn open
Low Speed Needle 1 1/2 turn open

The instructions also recommend a 50:1 oil ratio. What they recommended using was Bel-Ray MC-1 synthetic oil.

I followed those instructions and now have a great running engine on a Lanier Cap.

I'm using a Menz 22x12 S prop. When I first started breaking it in I used the 22x10 S Menz.

These engines lile the wider props.
