Look into the Epic .18 (i know its not .15 but its pretty dang fast....)
Its 1.8 hp at 39000 rpm.... if i replace the engine in my evader, that will be my engine... 140 bucks on towerhobbies
Or you could put on a TRX 2.5 if you really want speed over power. 50,000 rpm at 1.3 hp there.... both are smallblock engines that will fit
