The only thing that works all of the time, is to take your time. I have used a heat gun and pulled the covering off. To get all of the small pieces that are stuck here and there, try brake cleaner. It will soften the glue and the pieces will pull right off. The brake cleaner will also pull any fuel/oil out of the wood as you go. Then a good sanding job and you are done. Before you recover it, put a coat or two of Baslarite on. Use the stuff in the white and green stripped can.
