Back to the original question though, where do you really need the spped/torque the MOST? Rudder/Elev/Aileron??
Rudder needs the most torque on a 3D bird. I would say that ails need the least, but on many 3D planes the ails are so big that you really need high torque on them too to prevent fluttering during normal flight.
