Here is what it says in the manual.

3. Drop one bll into the center hole on each clutch shoe. Start the setscrew just to hold the ball in place. Final adjustment will be made later.
4. Slide the clutch shoes onto onto the main shaft.
5 Now its time to thighten the 4x5 set screws. You want to tighten them down until you see the shoe lift up slightly off the main shaft. Then repeat for the other side.

These are the instructions for the two 4x5 set screws.
The other two 2x12 set screws are 3 1/2-4 turns out for a starting point.
