One way is to make the long holes any way you can, but it's best done with a jobber-length drill bit (the 18" variety) or a length of brass tubing sharpened on one end. I use the brass tubing, but file a saw-tooth pattern on one end.

Once the hole is bored, you can 'fish' a piece of string through by feeding the string in on one end and using your vacuum to pull it from the other end. Once the string is through, use it to pull the wires in place. All you need is access to each end of the structure.
