If you look at where the bearing is you will understand that you can get a small amount of leakage from the engine onto the axel the one way bearing sits on, this in turn land on the bearing.

Now if it is warm outside you will not get a problem but as soon as it gets cold outside the oil that has seaped out from the axel (not much only a small amount) will become thicker, THUS causing the bearing to stick and you will not get any resistance on the pull cord.

This is why now and then you should remove the bearing and clean it from all of the oil. Then i assure you this will be the end of the problem.

As to the rotostart.... i have one on my savage...
I release the glow plug half a turn and only fire up the roto start to a max of 5 seconds, then i stop and then i continue. if you keep it on for too long the DC current will fry the switch. I also have a small pump in my fuel line that i pump a little to make sure i get the fuel i need. After a short time i have it going, then i remove the glow starter and tighten the glow plug.

As long as you do not rush things and take it easy starting it up you will get the hang of it.
