Default 45cc homelite help

Just got the 45cc homey on the test stand and would like some of the gasser experts to watch the video and let me know if it sounds like I have it dialed in. It really wants to take the test stand for a ride with 25+ lbs of weight on the bottom as you can see....

I have a hobbyco digital tach but I cant seem to get it to work right. If I turn it on and point it at a wall it reads 3600 rpm. If I cover it with my hand it goes to 0, is this normal? When I point it at the prop it still reads in the 3000+ rpm range and I know it is reving higher than that. do thease tachs need alot of light to work properly because it is bit dark in the garrage.
