Gastro, the sticky stuff, sometimes called, krap, is put on the leading edge to catch and hold the streamer. If not used, many times one will see a streamer slide over the wing without a cut.

Most of it cleans off with spray detergent if not left on too long. If left on several days, it gets a little difficult.
