Not sure about the 7c but my 9c automatically turns on when I plug the adapter in to the back... and yes you need a battery...BUT...

the RF portion of the radio doesn't turn on and thats what uses the most power..... it barely drains the batteries at all using the sim....
and it is nice to practice with your own radio....
