Rodney wrong!
Mass balancing is to prevent flutter (almost wholly)
Aerodynamic balancing is to reduce pilot effort.
Rodney, why do you suppose they mass balance rudders just like aileron and elevators? Same reason, Flutter. Read a book about it.
