No the louvers are not cut out. It would have cost more and that's a tradeoff decision I had to make.

FYI on the prototype I just cut a couple hoes in the bottom about 1.5x3". You can't see them and they seem to cool real well.

This also seems to force airflow over the cylinder fins, with the louvers cut out there is no way to be sure the fins are getting any air.
