These plans were designed a long time ago(in the 70's or early 80's) and it was easier to to hook-up strip ailerons than work out linkages & bellcranks, to the top wing ailerons. Dual servos in the wings is actually a rather new idea, (last 20 years or so). Seems like such a simple idea, but you almost never used to see it.
