Mostly, yes. People buy an LA expecting FX power and then complain.
i own tt pros in the 40 and 46 size and like them alot. but do not know about the gp's. ive also seen on ebay a tt 25 pro. but i cannot see where that was available. is that an older engine they no longer make? the engine is for a warbird so i am not overly concearned about speed. but i do want a reliable engine that i wont have to fuss with like my other tt pro's.
I don't have a .25 GP, but my .15 GP works very well. Very reliable idle, and has never deadsticked. Depending on which warbird you're considering, you might also look at the TT .36 Pro. If it's light enough, a .30 four stroke would be cool.
