to answer the original question with my opinion - I don't personally know how that .16 Duratrax engine is, but if I was doing it and with the intention of racing, I would go with a non-pullstart engine - you'll get more power with it that way. I'd suggest trying to find a rolling chassis if you can and then add an OS .12 CV-R to it.
