Oh boy. You just opened a HUGE can of worms with that statement. Your eyes CAN detect more than 30fps. Quite a bit more in fact. Up near 100fps, or even higher (depending on the person). Search around on various gaming message forums and you will see this is a VERY HOTLY debated subject. But there are demos out there that prove to your very own eyes that you can in fact detect more than 30fps. One can really go into a lot technical detail describing this stuff.

I retract that statement as I forgot about the motion blur. However, fps more than vertical sync is a waste as it simply will not show even if your eyes can persceive. For this reason and not to miss any inbetween frames, it might be a good idea for high performace graphic card to sync to vertical or 60fps.
