rx & tx battery maintenance

Im using the battery charger that came with my JR 9303 to charge my Tx & Rx batteries.
Im in Chicago and the weather has been for sh##.I foresee long periods of the batteries laying around,charged.I want to be able to re-cycle them(y'know,discharge,recharge)
WHo sells a good battery charger,recycler?
