As for your opinion, Ballooning deceases the available traction, by minizing the contact patch of the tire. Less tire on the surface, means more slippage, and yes, slower top speed!
It's physics, my friend. Not opinion.....
I gotta question the top speed thing. If a ballooning tire increases rollout, and assuming traction isn't an issue(like pavement), there wouldn't be slippage. Therefore achieving higher speed.
The rest make sense to me.
