Boy has this thread wandered. Maybe this should be a new thread. If memory serves these same things were hot topics at the US Nats prior to that years worlds. Was this true in other countries?
Maybe more international judging coordination. (Is there any?) Online judging seminar in the off years to review? Maybe a mandatory judging seminar in a coastal location? At the FAI expense of course.

From the sound of the end results the system is not broken just could be better.
