I share your enthusiasm for jets. However, I think most guys here will agree, there is a huge difference in park flyers and jets.
Take your time. You will learn about all this stuff on your journey. Trainers and more advanced planes are a must before you take the plunge into the jet world. Try to hook up with a jet pilot in your area and learn all you can from him. Be a pit monkey for him and maybe catch a few jet meets.
To answer your question, no you can't put a decent brake on that wheel. And, 1/2 inch strut retracts would be better on a 19 lb jet.
Try Robart, or springair. You can get good quality wheels which have brakes at BVM, Trim, Century, etc. Best to look at the kit you will be getting and see what is recommended.
