That has nothing to do with the Reflex but with the radio:

JR: Keep the radio turned OFF and plug in the sim cable.
Later Futabs: Same
Older Futaba: Need to be switched on.
Hitec: Need to be switched on.
Graupner: Need to be switched on.
Multiplex: Need to be switched on.
Sanwa/Airtronics: Need to be switched on.

Any sims need a signal comming from the radio. The radio is defining the rules, how it provides the signal, not the sim.
