Thats a good question. It has been debated here "several" times. Both Royal and Maratuka are out of business, so who knows? Seems that a lot of the actual designers don't seem to care, from what was presented in some of the discussions, while others were upset. I don't know the laws so I can't say for sure.
However, there is no reason to take this thread off course by debateing it again here.
