It isn't a popup ad as those are "advertisements" while this is a survey. Also a popup ad will open a new browser window and the slide in does not. Regardless it should only remind you once and that is it.
I think I would call it an advertisement thinly disguised as a survey!!!
I see it every time I log onto RCU.
