I too think that tail moment is key. One of the nicest KE flying planes I have has one og the smallest rudders. My Bruce Tharpe Venture 60 has a small rudder with a long tail moment. That airplane does beautiful KE. It also has a 72" span which is a lot of inertia to roll, but the weight is very low...
