If you have a good plug and compression then you don't have enough fuel supply to the engine. Look for a pinched line, cut line or a restriction in the carb needle. You can prove my theory by putting raw fuel direct into the carb and then try starting it. Don't put so much fuel in that you flood the engine. A few drops should do it.
