Still no luck starting? Try this:
Remove the fuel line and remove the glow plug.

Turn the engine over with the starter for several seconds. This is to thoroughly expel any fuel from the crank case. It should be turning at a relatively high RPM. Also, turn the boat upside down when you are spinning it with the starter. Make sure all of the fuel is out of the crankcase.

Check the glow plug to confirm you have a bright yellow glow.

Put 2 drops of fuel directly into the cylinder through the glow plug hole. Reinstall the glow plug and put 3 - 4 drops of fresh fuel directly into the carburetor. Do not reattach the fuel line.

Open the carb barrel about 1/4 to 1/2 open.

Confirm that the starter is turning the engine in an anti clockwise direction as viewed from the rear of the boat.

Attempt to start the engine. It should fire and run for a few seconds.

If this is successful, reattach the fuel line, close the high speed needle all the way and reopen it 2 and 1/2 turns.

Make sure you have fuel in the line to the carb and try to start again. If it doesn't start, you likely have a fuel flow restriction or a hole in the fuel line.
