I think the Norvels don't idle much below 5,000. There is a carb for the Cox .049 TD. The .10 sized TT has about the same power as the Norvel but turns a larger prop slower. Actually sounds like the .10 TT is what you might want. You might want to check out dieseling your Cox. Though you didn't say which Cox.
