Default AXI 4130/16 RPM Reading Question

I have an AXI 4130/16 motor and a Jeti Opto 77 speed control. Using a 5S/3700 Li-poly pack and an APC 13X10E prop, I get a static RPM reading of 9150 RPM. This seems high, since the motor is rated at 385 RPM/V. This being the case, I would have thought the max the motor would spin would be about 7700 RPM at 20V. I'm confident the RPM reading that I took is accurate. I have the JETI set on the hotter timing (outrunner). Anyone have any ideas why the RPM would be higher than what I would expect?
