Can you line them up based on where in the fuse the bolts should thread in to? An old trick I've used in some kits to locate and drill wing bolt holes was to thread a short bolt or chunk of threaded rod (or bolt with the head cut down) in to the fuse. Thread it in so that it just barely sticks up past the wing saddle, then put the wing on, and press gently. If done right, you get a small dent where the bolt touched the wing, and that's where you drill.
