Yes, it's a switch on the remote. It is used as a safety to prevent the engine running any faster than a slow idle while you carry it out to the flight area.
While throttle hold is on, the throttle channel is fix at almost min throttle. There is a setting in the TX to allow you to set the exact position so the engine idles smoothly.
ONLY when you're ready to fly, turn off throttle hold and away you go.
(This goes for electrics as well, except throttle hold is set to zero so the motor doesn't turn at all)

p.s. When you get more advanced you can use throttle hold to shut down the engine while you practise auto-rotation landings and also to minimise damage in the case of tail rotor failures.
