What you propose will work. My preference is to glue the stab and fin to the fuse first and then cover with the cloth and epoxy. Once set I then mix some resin and micro baloons to make a fillet at the join. This alows you to use less resin (weight) and gives you time to concentrate on shaping the fillet.
