Something that works for me when I run into this type of problem is to pump fuel through the needle in the reverse direction for about 30 seconds. My ultra stick wouldnt draw its own fuel, so I pulled the remote needle hose off of the carb, and pumped fuel into it backwards. From experience on both cars and airplanes, it's usually something in the needle that makes it not work right. Also, make sure your tank isn't leaking or your exhaust isn't leaking. Put some RTV around the base of the carb also. Sometimes that'll do the trick.
