Default Break-in
The engine is probally OK. Go to 25 to 1 for a couple of tanks and richen up both needles.
You can NOT preset the carb needles. Altitude and temp and humidy are different.
So go to rich and let it smoke and bluber for a couple of tanks and then start leaning out the fuel/oil mix and the needles too.
