Your L needle should be about 1 + 1/4 turn open. The H needle about the same amount.
At 1/3 rd throttle opening, the engine should be at the limit of running even, or just a little 4-stroking.
When you apply full throttle, and throttle is accepted quickly without hesitation, the L-needle is ok.
When at full throttle the rpm drops after a few seconds, the H-needle must be opened a bit more, until the engine holds steady rpm.
