He had sheeted and joined the wing halves but forgot to install the control rods.
Actually, that was the method used in building those old F1 airplanes. You sheet the cores, join them, sand it out and glass it first. Then you cut out the ailerons, and cut into the bottom of the wing for the torque rods, and hinge the ailerons. After that, one would glass the center section and finish out with a second resin coat and wet sanding......days later.

If I remember correctly, K&K was down in Sunnyvale, Ca. The Rivits was one of the earliest glass kits, and was somewhat derived from the wood Rivits that Joe Foster won the Nat's with around 1967. Foster's Rivits design was featured in Flying Models magazine in 1967 as well.
