I think this was an early Sam Turner design, an easily built pattern trainer. There were a significant number in the southeast in the mid-80's, most built by Sam himself. This later evolved into the Pursuit 120, which saw real mass production. Sam is out of the circuit and the plans are probably unavailable.

I hope you haven't got your heart set on it.

If you want to build, I'd recommend either a more contemporary local design like Mike Hester's or some of the older classics with a build thread in this forum such as the Blue Angel.
