I have done it one time with good results and a instrument panel.
What I did is get some of he soft polishing tips for my Dremel get the Cone shaped ones and cut the tip flat smaller then the swirl size.
Now in a drill press where you can control the pressure lay down the part and swirl away, as the tip wears add pressure to keep the size the same.
A little practice and you can get a nice look
