Gas can't run out of the carb unless the inlet needle is open, maybe a small piece of dirt under the tip....OR
Carb assembled incorrectly with the diaphragm under the gasket..OR
Inlet needle lever bent up too far, holding the needle open...
Ignitions that use Hall sensors can do that...Put the piston in a postition where the exhaust port is closed when you turn the ignition on...
