Well I am no expert but I also have a new futaba 6EXAP radio and I know that works fine, I would suggest that it is a defect with either the transmitter or the receiver. To test this see if you can get another tx/rx on the same channel and see if they can move ch 3. Otherwise simply take back to your LHS if you got it from there or contact tech support on the website where you got it.
