You might call Parks&Recreation and ask them. There is usually a city recreation dept in every large city who would know the answer to a question like that. And they'd be much more apt to know the details and possible rules. And are usually more than happy to help special interest groups use the special interest areas they've set aside and are maintaining for that use.
