It is a balsa model. The manual shows CA uses on most of the hinges but then the P.A is shown applied to the hinge area ( not very clear in the picture ) of the rudder and elevator. It could be the connector wire of the stabalizer halves and the tail wheel where it connects to the rudder. Looking again it looks like they want it on the tail hinges but on the wings they use C.A.

I guess I'm not going to worry about the manual and use C.A on the hinges and epoxy on the elevator connector wire and tail wheel to rudder.
