Well, you're not going to find a plane like that cheap. They don't exist. Those planes are just expensive.
And trying to find one in a kit is going to be almost impossible. The world is dominated by ARFs.
Maybe you could buy a GP Minnow or a GP Little Tony ARF and strip the covering off. Beef it up and glue it up nice, then recover it to your liking. It's an idea. Think of it as an ARC. Just add some glue to the weak areas and then cover it how you like. Slap a big motor on it and go fast.
If you want fast and cheap that looks scale, then go buy one of those little foam park flyers thats a ducted fan or prop jet. They cost under $200 and they do over 80MPH with a brushless motor and a good lipo. Thats smokin' fast for something that has a 25" wingspan and weighs 12 ounces.
