I can't exchange the transmitter. I bought it without obviously doing enough research. I'll either sell it or get a license I guess. (after I read and see what that would involve.)

The 50mHz band, channels 00 thru 10 are reserved for amatuer radio operators and an amatuer radio license is required. This is one of the pitfalls of buying from where you bought your radio. Not only is it illegal to use the radio without a ham operator's license it is also illegal to change the crystal in the radio without having it retuned.

If there is anyway you can exchange it for another radio tuned to channels 11-60 I would recommend you do so.
