The black plastic is the carb isolation block. It keeps the heat from getting to the carb. Cactus put a red sealant material on both sides of the black block. Make sure not to put on too much and plug up the holes. A very thin layer should be enough to stop any leakes--just make sure no holes on the block are closed.
